The Government of Mongolia has received a Technical Assistance Credit from the International Development Association (The Bank) toward the cost of Mining Infrastructure Investment Support Project (MINIS). The Project Implementing Unit
(PIU) announces a vacancy position for Environmental specialist (ES) at the Ministry of Environment Green Development and Tourism. Contract will be for a period of 12 months.
DUTIES AND RESPONSIBILITIES OF THE SPECIALIST
The key objective for the ES is to actively manage, supervise, monitor and review the environmental performance of project implementation, and ensure compliance of Environmental and safety processes and instruments with Mongolian laws and regulations including World Bank guideline standards and policies:
Primary qualifications and experiences
7 years of work experience with demonstrated practical work in environmental assessment and management, preferably in large infrastructure projects in transport, extractive industries and / or energy sectors. ;
Academic degree (equivalent masters) in natural / environmental science, engineering, environmental management,, natural resource management, or geosciences;
Extensive knowledge of Mongolia’s environmental legislation (land acquisition and resettlement, public health and safety) and environmental standards, guidelines and policies used by international organizations, especially the World Bank.
Good understanding of overarching concepts, such as climate change, disaster risk management, and river basin management.
Proficiency in Mongolian and fluency in English with verbal and written communication skills; fluency in Russian is highly desirable;
Strong interpersonal skills and ability to interact and communicate effectively with partners, donors, other relevant stakeholders, and personnel associated with the MEGDT and World Bank;
Demonstrated commitment, accountability, punctuality, and team integrity

Contracts will be for a period of 6 months and subject to extension based on satisfactory performance till the end of the Project i.e. September 2016. Consultants will be selected in accordance with the procedure for which is described in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Version of January 2011), (World Bank website www.worldbank.org).
