Assignment Title: DRINKING WATER SOURCE ESTABLISHMENT GROUNDWATER EXPLORATION AND RESEARCH WORK IN KHATANBULAG SOUM CENTER, DORNOGOBI AIMAG

The Government of Mongolia (GoM) has received financing from the World Bank, toward the cost of Mining Infrastructure Investment Support Project (MINIS), and intends to apply part of the proceeds for consulting services. 


The Mining Infrastructure Investment Support Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Consulting services (“the Services”) shall establish sources of drinking water for the population of Khatanbulag soum, Dornogobi aimag, prepare abstraction wells for drinking water and estimate groundwater resources.


The assignment is expected to commence in January 2019. Duration of the assignment is expected to be 5 months (a total of 20 Consultant staff months).

This assignment requires very high qualifications since it will be critical for determination of the overall implementation of the Component 3 of MINIS Project. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. (Please specify in detail whether the association is Joint Venture (specifying the leading partner), OR Sub-consultants (specifying the main consultant). 


The short listing criteria for selecting the eligible consultants are: The firm or the leading firm/main consultant in case of association should have more than 5 years of experience in groundwater exploration and groundwater resources estimation, experience with at least 3 deposits certified by the Water Resource Council and work experience in similar climatic conditions.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The attention of interested Consultants is drawn to the paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection based on the Consultant's Qualifications (CQS) Method, the method set out in the Consultant Guidelines.

Please kindly note that the Terms of Reference which issued with the Request for Expression of Interest is a draft version. The final Terms of Reference will be included in the Request for Proposals as issued.


This Expression of interest is published in English and Mongolian language. The Terms of Reference is also in English and Mongolian language. If there is any discrepancy between the English and Mongolian texts of the Terms of Reference and Invitation for Request for Expression of Interest English text shall prevail.

Assignment Title: GROUNDWATER EXPLORATION FOR ADDITIONAL CAPACITY OF DRINKING WATER RESOURCES IN SAINHSAND SOUM, DORNOGOBI AIMAG

The Mining Infrastructure Investment Support Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Consulting services (“the Services”) shall assess and increase current groundwater resources, exploration and prepare abstraction wells for drinking water in Sainshand soum, Dornogobi aimag. 

The assignment is expected to commence in January 2019. Duration of the assignment is expected to be 5 months (a total of 16 Consultant staff months).

This assignment requires very high qualifications since it will be critical for determination of the overall implementation of the Component 3 of MINIS Project. Assignment Title: CONSOLIDATED WATER RESOURCE ASSESSMENT OF THE GOBI REGION

The Government of Mongolia (GoM) has received financing from the World Bank, toward the cost of Mining Infrastructure Investment Support Project (MINIS), and intends to apply part of the proceeds for consulting services. 


            The Mining Infrastructure Investment Support Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Consulting services (“the Services”) shall conduct an assessment of future water availability and water resources management options to ensure water security for the Gobi region.  This will include compilation of all information related to the water balance, to determine the long-term groundwater resource sufficiency. The study will determine the current and projected future water uses of all sectors, and will assess supply and the demand related options for water resources management from an economic, technical, environmental and social perspective.


          The assignment is expected to commence in December 2018. Duration of the assignment is expected to be 12 months (a total of 74 Consultant staff months).

            

            Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. (Please specify in detail whether the association is Joint Venture (specifying the leading partner), OR Sub-consultants (specifying the main consultant).

The short-listing criteria for selecting the eligible consultants are: The firm or the leading firm/main consultant in case of association should be experienced in performing work on projects similar in size and complexity in similar climate conditions, with 15 or more years of experience in hydrogeological assessments including groundwater assessments, and water resource planning.


Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

            

            The attention of interested Consultants is drawn to the paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

            

            A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) Method, the method set out in the Consultant Guidelines.
