Assignment Title: DRINKING WATER QUALITY RESEARCH OF THE SOUM CENTERS AND SETTLED AREAS IN THE SOUTH GOBI REGION

The Government of Mongolia (GoM) has received financing from the World Bank, toward the cost of Mining Infrastructure Investment Support Project (MINIS), and intends to apply part of the proceeds for consulting services. 

The Mining Infrastructure Investment Support Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Consulting services (“the Services”) shall conduct a drinking water quality research and water supply sufficiency research in the soum centers, develop an interpretation of the analysis results by combining the geological and hydro-geological conditions of the environment, make recommendations on selecting the water purifying, softening and filtering systems according to the specific soum needs and determine whether new water supply sources are needed for the soum centers based on the results of the research.

The assignment is expected to commence in April 2019. Duration of the assignment is expected to be 6 months (a total of 39 Consultant staff months).

This assignment requires very high qualifications since it will be critical for determination of the overall implementation of the Component 3 of MINIS Project. Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. (Please specify in detail whether the association is Joint Venture (specifying the leading partner), OR Sub-consultants (specifying the main consultant). 

The short listing criteria for selecting the eligible consultants are: The Consultant must have at least 5 years of experience in groundwater quality investigation and experience in similar project executions.

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The attention of interested Consultants is drawn to the paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection based on the Consultant's Qualifications (CQS) Method, the method set out in the Consultant Guidelines. 

Interested consultants may obtain the further information related to the TOR from www.minis.mn website. Please kindly note that the Terms of Reference which issued with the Request for Expression of Interest is a draft version. The final Terms of Reference will be included in the Request for Proposals as issued.

This Expression of interest is published in English and Mongolian language. The Terms of Reference is also in English and Mongolian language. If there is any discrepancy between the English and Mongolian texts of the Terms of Reference and Invitation for Request for Expression of Interest English text shall prevail.
